This is Part Five in our Series, Meeting Expectations. Each year, the Pinal County Coalition to End Homelessness (PCCEH) must adopt a Strategic Plan. The strategic plan must align with and address system performance measures established by the Arizona Balance of State Continuum of Care. The PCCEH is pleased to share updates on our annual goals.

This week, we are highlighting the System Performance Measure of increasing successful exits to housing by 2%. What this means is, when a client is housed, they are removed from the HMIS system. This is considered a successful exit. Among the many options, unsuccessful exits may be a client cannot to be found, deceased, or has moved. They can still be exited from the system, they will just not show as a successful housing situation. We will use HMIS to track this information. The Arizona Balance of State Continuum of Care has identified that a success rate of 50% of all households should be successfully exited from HMIS to housing. To address this, PCCEH provided two case manager trainings in November and December 2025 to assist our case managers with navigating HMIS and ensuring accurate data is entered. PCCEH will also seek opportunities to create housing solutions. Pinal County is currently in the process of completing their Housing Plan. Within this plan, there are creative housing solutions that the PCCEH may be able to hep address. This plan will be completed in June 2026 and the PCCEH will include a project in our next Strategic Plan. The PCCEH has established a benchmark of 94% of all clients successfully housed in the first quarter of 2025 and 97% in the second quarter, a 2% increase. This far exceeds the required 50% set by the state.
