Funding the Future: Infrastructure Planning for Rural, Small, and Tribal Communities in Arizona

In partnership with the Greater Arizona Development Authority (GADA) and the Government Finance Officers Association (GFOA), the Public Finance Initiative (PFI) is hosting a two-day, in-person workshop for leaders from rural, small, and tribal communities in Arizona. Sessions will explore the full spectrum of infrastructure funding—from pay-as-you-go to debt financing—and offer practical insights from experts from GADA, GFOA, and the public finance community about how financing works in practice. Designed to meet participants where they are, the workshop will invite local leaders to surface the infrastructure projects that are their top priorities and share the barriers they face in funding the projects in their pipeline. Experts will share action-oriented strategies to help participants take meaningful steps towards investments, such as: strengthening capital planning, developing long-term financial plans to fund projects in ways that are attentive to fiscal health, and understanding how state entities like GADA can support local jurisdictions in the infrastructure financing process. Participants will learn from each other and move forward with confidence, tools, resources, and insights to develop practical strategies to deliver the infrastructure their communities need now and for generations to come.
